To make a powerful pet, two pets of the same type should unite. I would rather say sacrificing 1 pet to be eaten or killed by another pet. To do this you must go to NPC Smeyanu Petrovichuv, the pet guy, in front of the Bank in Fragotown. Powerful pets can be produced when sacrificed pet is less than or equal to the principal pet. For example: Panda pet level 20 will be able to eat a panda at level 11 or 20, but cannot eat a panda level 21 and above. In contrary, I tried to sacrifice a level 2 pet to my principal level 20+ pet and it works. The stat of my principal pet increased.
